Advance three-year action plan for transport structure adjustment


(2018-2020)


In order to implement the decision-making arrangements of the Party Central Committee and the State Council on promoting the adjustment of transportation structure, win the blue sky defense war, fight the battle against pollution, improve the comprehensive transportation efficiency, reduce the logistics cost, and formulate this action plan.


First, the overall requirements


(1) Guiding ideology.

(2) Work objectives.


By 2020, the national cargo transportation structure has been significantly optimized, and the volume of bulk cargo transported by railways and waterways has increased remarkably. The volume of port and railway transportation and the volume of multimodal transport of containers have increased substantially, and breakthroughs have been made in the adjustment of transport structure in key areas. Tianjin and surrounding areas have become a national demonstration zone for transport structure adjustment. Compared with 2017, the national railway freight volume increased by 1.1 billion tons, an increase of 30%, of which Beijing-Tianjin-Hebei and surrounding areas increased by 40%, the Yangtze River Delta region increased by 10%, the flood plains increased by 25%; the national waterway freight volume increased by 5 100 million tons, an increase of 7.5%; the volume of bulk cargo road transport in coastal ports decreased by 440 million tons. The national multimodal transport volume has increased by an average of 20% annually, and the volume of containerized iron and water combined transport in key ports has increased by more than 10% annually.

(4) Enhance the main railway transportation capacity of trunk lines.

(V) Accelerate the construction of special railway lines for large industrial and mining enterprises and logistics parks.


Support large-scale industrial and mining enterprises such as coal, steel, electrolytic aluminum, electric power, coking, automobile manufacturing, and large-scale logistics parks to build or rebuild railway special lines. Simplify the railway special line connection review procedure, compress the integration time of the integration agreement, improve the joint construction mechanism of the railway special line, innovate the investment and financing model, and attract social capital investment. Reasonably determine the construction grade and technical standards for new and renovated railway special lines, and encourage the simultaneous planning, design, construction and opening of special railway lines for new freight trunk railways. By 2020, the large-scale industrial and mining enterprises and new logistics parks with a total annual cargo volume of over 1.5 million tons will have a railway special line access rate of more than 80%; large industrial and mining enterprises with special railway lines and new logistics parks in key areas, large The proportion of railway transportation of goods has reached more than 80%. (6) Optimizing the organization mode of railway transportation.


Priority is given to the supply of bulk cargo such as coal, coke, ore and grain. Optimize the train operation map, enrich the train formation form, strengthen the inter-disciplinary organization and coordination within the railway system, and develop various transportation products such as the day and the next day to achieve a stable connection between the train and the boat. In the channel where the total transportation volume reaches a certain scale, the railway freight trains, point-to-point freight trains, bulk cargo direct trains and other multi-frequency diversified trains are developed to build a fast freight train network. Research and promote the development of railway double-deck container and hatchback transportation products, and improve the equipment capacity of the supporting facilities. Give full play to the high-speed rail transportation capacity, and realize the passenger and cargo distribution transportation in conditional channels. (7) Improve the level of railway freight services.


We will deepen the market-oriented reform of railway transportation prices, establish a sound and flexible tariff adjustment mechanism, and play a decisive role in market allocation of resources. Improve the floating mechanism of short-distance bulk freight rates. Standardize the behavior of railway special line maintenance and charge, and promote the reduction of the special line sharing fee level. Reduce and eliminate the short-term links at both ends of the railway, standardize the charging behavior of short-distance service, and reduce the cost of short-term reversal. Promote railway transportation enterprises to sign mutual insurance agreement with large customers such as coal, ore and steel to achieve mutual benefit and win-win. Promote railway transportation enterprises to cooperate with ports, logistics parks, large industrial and mining enterprises, logistics enterprises, etc., to build a door-to-door access network, and provide full-service logistics services. Third, the water transport system upgrade action


(8) Improve the inland waterway transportation network.


We will optimize the layout of professional transportation systems for coastal and inland river containers, coal, ore, crude oil, liquefied natural gas, and commodity vehicles, and upgrade the professional level of water transportation facilities. Adhere to the concept of ecological priority and green development, strengthen the shipping capacity of the Yangtze River trunk line, promote the capacity expansion of the Yangtze River trunk line and the Shandong section of the Beijing-Hangzhou Canal, the Jiangsu section and the Zhejiang section, and accelerate the rectification of the Yangtze River Delta high-grade waterway engineering. Strengthen the construction of the important tributaries of the Yangtze River, Xijiang River, Beijing-Hangzhou Canal and Huaihe River. (9) Promote the construction of the railways in the port.


Accelerate the implementation of the "13th Five-Year" Port Collection and Distributing System Construction Plan, the "13th Five-Year Plan for the Implementation of Port Multimodal Transport in the Yangtze River Economic Belt", and the "Action Plan for Promoting the Joint Service of the Yangtze River Main Line Hot Metal Intermodal Facilities" Promote the construction of the Shugang Port Railway. Strengthen the connection between the port-collecting and diversion railways in the port area and the trunk railways and terminal yards, optimize the layout of the railway station's front station, encourage the integration of the Shugang Railway to the front of the yard and the terminal, speed up the construction of the railway loading and unloading station and supporting facilities in the port area, and open up The last mile of the railway entering the port. (10) Promote the transfer of bulk cargo collection and transportation to railways and waterways.

(11) Vigorously develop direct transportation between Jianghai and Jianghai.

(12) Strengthening over-limit and overload control of road freight vehicles.


Improve the joint supervision mechanism for the illegal modification of freight vehicles, and prevent illegally modified freight vehicles from leaving the factory. Increase the supervision of cargo loading sources, focus on strengthening the loading inspection of trucks (station) of key source units such as mines, cement plants, ports, logistics parks, etc., and prohibit the over-limit overloaded vehicles from appearing (station) on the road. Strictly implement the institutionalized work requirements for the management of vehicle over-limit overload and joint law enforcement, unify the over-limit overload certification standards for road freight vehicles, and increase the enforcement of over-limit overload of bulk cargo transport vehicles. Further optimize and improve the highway super-network, promote the entrance weighing detection of highway toll stations, optimize the layout of over-limit detection stations for national highways, and improve the protection limits for rural roads. Strengthen the management of science and technology, use information technology to strengthen vehicle over-limit overload detection, realize cross-regional and inter-departmental super-information resource exchange and sharing, and implement “one super four penalty”. Continue to strengthen credit control, strictly implement the "blacklist" system for road oversight, and implement joint punishment for parties who are seriously guilty of overrun and overload. (13) Vigorously promote the standardization of freight vehicles.

Do a good job in the investigation of existing operating vehicles, establish a database of non-compliant vehicles, formulate vehicle exit plans, strengthen law enforcement supervision in accordance with the principles of standard guidance, unblocking, replacement, and gradual progress, and guide the industry and enterprises to speed up the update and eliminate non-compliance. (15) Accelerate the construction of intermodal hubs and equipment upgrades.
